<p>The Department of Social Services has released the new NRAS incentive figures for 2014-15. As such, we&#8217;ve updated our cash-flow projections on our database to reflect this. With the incentive at this level, and NRAS round 5 being advised against by government audit, now may be the last opportunity to get an NRAS investment property.</p>
<p>The NRAS Incentive is indexed according to movements in the Rents component of the Housing Group Consumer Price Index for the year, December quarter to December quarter as at 1 March, using the weighted average rate of eight capital cities housing component, and is effective from 1 May.</p>

<h5 style="text-align: center;">Property Observer puts forward why that hasn&#8217;t changed.</h5>
<p style="text-align: justify;"><strong><img class=" wp-image-1094 alignleft" style="border: 8px solid white;" alt="Bowen Hills" src="http://nraspropertyaustralia.com.au/wp-content/uploads/2013/11/picture_957.jpg" width="300" height="400" />Brisbane</strong> was a moderate performer in 2013 (as were most of our cities, contrary to the media image of a national boom), only sparking to life with a return to price growth late in the year.</p>
<p style="text-align: justify;">This happened on the back of increases in sales volumes. Brisbane ended the year with many suburbs and precincts rising on a pattern of increased market activity, pointing to price rises in 2014.</p>
<p style="text-align: justify;">One precinct has been tipped as the one most likely to lead Brisbane’s price growth revival in 2014: <em>the northern suburbs of the Brisbane City Council area.</em> The Brisbane City Council covers a major chunk of the metro area and there are only five LGAs governing the entire area of Greater Brisbane. And it’s the northern suburbs of the Brisbane LGA that have stood up as the market leader as 2014 rolls on.</p>
<p style="text-align: justify;">The northern suburbs of the Brisbane City Council LGA tend to be middle market areas, with median house prices between <strong>$450,000 and $600,000</strong>. This is an area with good transport links, including the Gateway Motorway and rail links from central Brisbane through this precinct to the Sunshine Coast.</p>
<p style="text-align: justify;">There are plenty of employment nodes, with hospitals, schools and government departments playing a large role. The region includes both Brisbane International Airport and the Port of Brisbane, near which is clustered the Australia TradeCoast commercial-industrial precinct. There are major shopping complexes, including Westfield Chermside, Aspley Hypermarket and Toombul Shopping Centre. Brisbane Northside also has the Brisbane Entertainment Centre.</p>
<p style="text-align: justify;">Residential property demand is strong throughout this precinct, with vacancies in most suburbs below 2.5%. There is a growing unit market in many suburbs – <strong>Nundah</strong> in the past 12 months had 112 house sales and 225 unit sales (median price $380,000), while <strong>Chermside</strong> had 103 house sales and 149 unit sales (median price $387,000).</p>

So far, it&#8217;s not looking good. We have heard from multiple developers, all who engage with government at differing levels, that Round 5 NRAS allocations are on an indefinite &#8216;<em>hold</em>&#8216;, and in some cases &#8216;<em>under audit</em>&#8216;. If you impartially consider why this may be the case, you can see the underlying factors that may drive the release date back considerably, or cancel the final round of NRAS allocations.</p>
<p>Considering NRAS alongside economic principles and models, you can see that it is a nationally focused economic stimulus package, similar to the First Home Owner programs (FHOG etc.) : An investor is supported in their purchase of a new residential investment property, which stimulates the construction industry, bolstering the residential market, and encourages growth within the property sector on a national level. NRAS was released <strong>during the GFC </strong>(<em>the same period when the FHOG received a boost</em>), when the government required a nation-wide strategy to strengthen the Australian economy.</p>

<p style="text-align: justify;">So considering the reasoning behind the NRAS program and our current economic/political environment, you have to ask whether round 5 will be released at all:</p>
<ul>
<li>The national impact of the GFC has lessened since 2008,</li>
<li>The residential property market is showing strong signs of growth,</li>
<li>A similar stimulus package (FHOG boost) has been withdrawn; and</li>
<li>The Federal Government is actively looking for budget cuts (<em>NRAS round 5 requires nearly $2b over 10 years</em>).</li>
</ul>
<p style="text-align: justify;">Overall, the NRAS program&#8217;s driver has been minimised (<em>GFC</em>), its goals have been achieved (<em>market growth</em>), and its sister program has been cancelled (<em>FHOG Boost</em>), so rather than <strong>when to release it?</strong> the question now becomes <strong>why release it?</strong></p>
<p style="text-align: justify;">With all this uncertainty regarding future releases, the one thing that we&#8217;re advising investors is that the current portfolio <span style="text-decoration: underline;">has</span> got NRAS allocations, but we can&#8217;t guarantee anything beyond that. <em>With our current rate of sales, we anticipate round 4 allocations will be <span style="text-decoration: underline;"><strong>all</strong></span> sold by May/June.</em></p>
